The Government of Dominica expresses profound sorrow at the passing of Dr. Carissa F. Etienne, a distinguished Dominican who served as the former Director of the Pan American Health Organization (PAHO). Dr. Etienne, a globally recognized public health champion, brought great pride and honor to Dominica throughout her illustrious career.
Dr. Etienne was elected as Director of PAHO in September 2012 and was re-elected for a second five-year term in September 2017. Her 10-year tenure as the Director of PAHO concluded on January 31, 2023. Prior to her role at PAHO, she held key positions such as Assistant Director-General of the World Health Organization (2008–2013), Assistant Director of PAHO (2003–2008), and Director of Primary Health Care Services at the Ministry of Health, Dominica (1989–2001).
During her tenure as Director of Primary Healthcare in Dominica, Dr. Etienne played a pivotal role in achieving universal coverage for primary care programs. Her initiatives included achieving a 95 percent immunization coverage rate, 90 percent coverage for prenatal care and deliveries by trained birth attendants, access to continuous care for chronic non-communicable diseases, and promoting country-wide community empowerment and participation. She also integrated health education into community care, leaving a lasting impact on Dominica’s public health sector.
Dr. Etienne had served in various capacities in Dominica, including Chief Medical Officer, Coordinator of the National HIV/AIDS Programme, National Epidemiologist, and Medical Director at the Princess Margaret Hospital.
The Government of Dominica extends sincere and heartfelt condolences to the family of Dr. Carissa F. Etienne, acknowledging her as an illustrious and well-loved daughter of the country. The nation joins in the grief and prays for comfort and fortitude for the family during this period of mourning. Dr. Etienne’s outstanding contributions, dedication to Dominica’s public health sector, and her leadership and strategic guidance of health systems in the Americas will be remembered and celebrated.
