The Eastern Caribbean Telecommunications Authority (ECTEL) has announced the appointment of Mr. David A. Cox as its new Managing Director, effective February 1, 2024. Mr. Cox succeeds Ms. Cheryl Hector Fontenelle, who served as the Acting Managing Director since July 2021.
Bringing over 17 years of experience to his new role, Mr. Cox previously served as General Counsel at the Directorate from 2007 to 2013. During his tenure, he played a pivotal role in drafting telecommunications legislation, advising on the implementation of the Treaty establishing ECTEL, and overseeing the regulation of telecommunications in the ECTEL Contracting States. His accomplishments include revising interconnection regulations, supervising legislative reforms, and contributing to the regulation of sub-regional roaming and number portability.
Following his tenure at the Directorate, Mr. Cox joined Cable & Wireless Communications (CWC) as the Head of Regulatory and Government Affairs for the Caribbean. In this capacity, he managed regulatory compliance and strategy across multiple Caribbean states, demonstrating leadership as Chairman of the Caribbean Association of National Telecommunications Organization (CANTO) from 2019 to 2023.
Upon assuming his new role, Mr. Cox expressed his commitment to promoting efficiency, developing a Strategic Plan, and enhancing staff morale at ECTEL. He emphasized his role as a servant to support the organization and its staff in achieving their full potential. Mr. Cox articulated his vision for ECTEL to become the premier regulatory organization in the Caribbean, fostering excellence, efficiency, and robustness in its operations.
Acknowledging his predecessor’s leadership during challenging times, Mr. Cox thanked Ms. Cheryl Hector Fontenelle for her dedication to ECTEL, particularly amidst the pandemic.
Mr. Cox holds a Bachelor of Laws degree from the University of London, qualifying as a Barrister of England and Wales. He is a member of the Honourable Society of Lincoln’s Inn and the Utter Bar of the Eastern Caribbean Supreme Court. Additionally, he obtained a Master of Laws degree in International Economic Law with Distinction from the University of Warwick.
His appointment heralds a new chapter for ECTEL, underlining the organization’s commitment to effective telecommunications regulation and development in the Eastern Caribbean region.
