High-Level Meeting Tackles Education Access, Quality, and Innovation Across Member States
Marigot, Dominica – May 23, 2025 —
The Organisation of Eastern Caribbean States (OECS) Commission is ramping up efforts to transform the region’s education landscape through collaborative policy alignment and innovation. In a major regional initiative, Permanent Secretaries, Chief Education Officers, Directors of Education, and Education Planners convened virtually for a two-day summit under the theme:
“Advancing the OECS Education Sector Strategy through a Collaborative Community of Practice.”
Held earlier in May via Zoom, the high-level session brought together key players from across the OECS Member States alongside development partners, including UNICEF, the European Union, the World Bank, and the French Embassy.
The meeting served as a platform to assess the implementation of the OECS Education Sector Strategy and deliberate on persistent challenges that hinder access to quality education throughout the region.
Tackling Key Barriers to Learning
The dialogue centered on pressing issues impacting learners, including:
- Limited access to digital learning tools and equitable education opportunities
- The roll-out and scaling of the Digital OECS Harmonised Primary Curriculum (D-OHPC)
- Enhancement of teacher training through the OECS MyPD (My Professional Development) platform
- The growing need for school-based mental health support, particularly the role of counsellors
- Addressing school violence and safeguarding vulnerable students
- Expanding post-secondary education pathways aligned with labour market needs
- Overcoming resource and infrastructural constraints
Unified Regional Action
The forum resulted in a series of strategic decisions geared toward systemic transformation. Key outcomes include:
- Strengthening institutional and student support systems
- Elevating teacher quality through continuous professional development
- Improving access to inclusive, premium educational content
- Accelerating efforts to leave no learner behind, with a strong focus on equity
According to OECS officials, the renewed emphasis on collaboration will be critical in advancing regional education reform.
“This meeting reaffirmed the OECS’s unwavering commitment to ensuring that no child is denied the right to a quality education due to geographic, social, or economic circumstances,” stated one senior participant.
Strengthening Monitoring and Accountability
Moving forward, the OECS Commission has pledged to bolster its monitoring and support mechanisms to help Member States meet and track progress on key education objectives. These efforts are central to achieving measurable improvements across OECS territories, ensuring that the OECS Education Sector Strategy becomes a vehicle for tangible, long-term transformation.
