In an official announcement, the Parliament of Dominica is set to convene for the Seventh Meeting of the First Session of the Eleventh Parliament on Thursday, December 14, 2023, starting at 10:00 a.m. The gathering will take place at the House of Assembly and will address several crucial legislative matters.
Among the significant agenda items, the Minister for Finance, Economic Development, Climate Resilience, and Social Security, Hon. Dr. Irving McIntyre, will seek House approval for Supplementary Estimates of Expenditure for the financial year ending June 30, 2023. This financial proposal holds importance in shaping the country’s fiscal trajectory and addressing key economic considerations.
Furthermore, Minister for Health and Social Services, Hon. Cassanni Laville, is expected to table a motion for the introduction of a Bill to amend the Children Care and Adoption Act no. 12 of 2023. This legislative move aligns with the ongoing efforts to enhance the legal framework governing children’s welfare and adoption processes.
Additionally, three bills aimed at implementing measures outlined in the 2023/24 National Budget will be presented for approval. These bills include the Stamp Act, the Income Tax Act, and the Cooperatives Societies Act.
Cooperatives Society Act- Government Sent Recommendations by DCSLL
The latter has garnered attention, especially in light of recent proposals from the Dominica Cooperative Societies League Ltd. (DCSLL) regarding adjustments impacting Credit Unions.
On December 11, 2023, the DCSLL, representing the Credit Union Movement, submitted a proposal to the Minister of Finance in response to the proposed revisions of the Cooperative Societies Act. The proposal suggests an alternative mechanism for Credit Unions to contribute to regulatory oversight budgets more equitably and progressively, considering factors such as size and financial performance.
Phoenix Belfield, General Manager of DCSLL, emphasized that the proposal reflects a coordinated and negotiated common position of Credit Unions, tailored to their individual characteristics. The Credit Union Movement in Dominica comprises six entities, namely St. Mary’s Cooperative Credit Union Ltd., Grand Bay Cooperative Credit Union Ltd., West Coast Cooperative Credit Union Ltd., Marigot Cooperative Credit Union Ltd., Central Cooperative Credit Union Ltd., and National Cooperative Credit Union Ltd.
